Eccome! C’è una sezione (piuttosto TeXnica) delle UK TeX FAQ (la 336) che si intola “Why doesn’t verbatim work within…?” e viene suggerita anche una possibile soluzione al problema che lamenti:

…The fancyvrb package defines a command \VerbatimFootnotes, which redefines the \footnotetext (and hence the \footnote) commands in such a way that you can include \verb commands in its argument.

Fossi in te, comunque, scriverei semplicemente:
`\footnote{Opzione \texttt{\textbackslash nocons} del comando reg in Stata.}
`
