Sostituisci gli \hline con altrettanti \midrule. Poi a pagina 110 dell’Arte si spiega che una tabella di questo tipo è mobile e occupa sempre una pagina a sé stante. Non credo che tu possa fare quello che chiedi. In particolare, non usare mai \newpage per cominciare una nuova pagina.
