È sufficiente installare TeXlive e aggiornarla, biber e bilatex saranno così automaticamente aggiornati.
Parli di una nuova versione di Texlive? Io ho trovato questo:

Se digiti [tt]texdoc biber[/tt] sul tuo terminale potrai leggere la documentazione di biber, e vedrai che è aggiornata alla versione 1.5, successivi aggiornamenti verranno rilasciati tra qualche mese, a patto di installare TeXlive 2013.
